Advancing Carbon Market Cooperation: Indonesia and the Philippines Strengthen Climate Collaboration

As climate commitments deepen across Southeast Asia, stronger collaboration between Indonesia and the Philippines is playing an increasingly critical role in shaping the region’s carbon markets. In support of this momentum, Fairatmos, a climate technology company specializing in high-integrity Nature-Based Solutions (NBS) joined forces with the Embassy of the Republic of Indonesia in Manila to host the Embassy Talk as part of AtmosTalk on Climate Change and Carbon Market: Indonesia and Philippines Commitment to the Future on June 30, 2025, at the Indonesian Embassy in Makati City.

This exclusive edition convened over 40+ invited stakeholders from government, business, investment, and civil society to exchange insights, discuss policy direction, and explore opportunities for cross-border cooperation on climate and carbon initiatives.

A Shared Vision for Regional Carbon Market Growth

The event began with opening remarks from His Excellency Mr. Agus Widjojo, Ambassador of Indonesia to the Philippines, who reaffirmed Indonesia’s commitment to regional climate cooperation. 

Speakers from both countries contributed valuable perspectives on the evolving carbon market landscape, including:

  • Mr. Thomas Kabigting, Assistant Director, Forest Management Bureau (FMB), DENR Philippines

  • Mr. Franky Zamzani, S.Hut., M.Env., Director of Adaptation at the Ministry of Environment of the Republic of Indonesia
  • Winchell Wong, Maharlika Investment Corporation

  • Bonar Laureto, Community Leader and Principal, SGV & Co.

  • Aruna Pradipta, Chief Commercial & Operations Officer, Fairatmos

Together, they offered a multifaceted view of the policy frameworks, financing needs, and technological tools required to grow a credible, inclusive, and investable carbon market in the Philippines and across Southeast Asia.

Highlighting Local Expertise and Real-World Project Experience

The discussion was enriched by several case studies and project insights:

  • Mr. Thomas Kabigting shared the progress made in the Philippines so far, along with plans for the coming years, including carbon framework that will be completed by the end of this year.
  • Mr. Franky Zamzani provided updates on Indonesia’s regulatory landscape and its implications for the Southeast Asia region.

  • Aruna Pradipta of Fairatmos emphasized the importance of early-stage feasibility assessments in identifying scalable, high-quality nature-based projects that integrate community benefit planning, financial viability, and long-term project projections.

  • Bonar Laureto spoke about the need for effective community engagement and governance to support long-term impact and social integrity in carbon initiatives.

  • Winchell Wong offered an investor’s perspective, positioning the Philippines as a promising but underdeveloped frontier for nature-based climate solutions.

Turning Dialogue into Action

While AtmosTalk served as a platform for knowledge exchange, it was equally designed to inspire collaboration. A key outcome of the session was the signing of a Memorandum of Understanding (MoU) between Fairatmos and key partners, marking a shared commitment to responsible carbon project development, biodiversity preservation, and climate resilience.

The event also underscored the need for policy alignment, investor confidence, and shared frameworks to scale regional carbon markets effectively and ethically.

As one of the most climate-vulnerable nations, the Philippines faces urgent environmental challenges. At the same time, the country is home to vast biodiversity and forest resources, making it a natural hub for Nature-Based Solutions. Unlocking this potential requires more than just national effort. Regional cooperation, policy clarity, and investment readiness are essential to bridging the gap between ambition and implementation.

By drawing on Indonesia’s experience and platforms like AtmosTalk, the event helped surface pathways for both countries to lead on voluntary carbon market development in the region.
