On November 5th, 2024, President H.E. Prabowo Subianto signed Presidential Regulations No. 175, 182, and 183, signaling a historic restructuring of Indonesia’s environmental governance. These regulations split the former Ministry of Environment and Forestry (KLHK) into two distinct ministries: the Ministry of Forestry and the Ministry of Environment. This separation is designed to optimize the focus on each ministry’s specific domain, allowing for more efficient management of Indonesia's natural resources and environmental challenges.

Key Highlights of the Restructuring:

  1. PRESIDENTIAL REGULATION OF THE REPUBLIC OF INDONESIA NUMBER 175 OF 2024

    • Ministry of Forestry: The Ministry of Forestry will oversee the management, conservation, and rehabilitation of Indonesia's forests. The ministry’s organizational structure will include several important directorates:

      • Secretariat General
      • Directorate General of Forest Planning
      • Directorate General of Conservation of Natural Resources and Ecosystems
      • Directorate General of Watershed Management and Forest Rehabilitation
      • Directorate General of Sustainable Forest Management
      • Directorate General of Social Forestry
      • Directorate General of Forest Law Enforcement
      • Inspectorate General
      • Human Resource Development and Extension Agency
      • Specialists in Forestry Industry Revitalization, International Economics, Climate Change, and Interagency Relations
  2. PRESIDENTIAL REGULATION OF THE REPUBLIC OF INDONESIA NUMBER 182 OF 2024

    • Ministry of Environment: The Ministry of Environment will focus on broader environmental issues, including biodiversity, pollution control, and sustainable resource management. Its organizational structure will include:

      • Ministry Secretariat
      • Expert Advisors in Interagency Relations
      • International Relations and Environmental Diplomacy
      • Biodiversity and Socio-Cultural Sustainability
      • Natural Resources, Energy, and Environmental Quality
  3. PRESIDENTIAL REGULATION OF THE REPUBLIC OF INDONESIA NUMBER 183 OF 2024

    • Establishment of the Environmental Control Agency (BPLH): A new agency, Badan Pengendalian Lingkungan Hidup (BPLH), has been established to further strengthen Indonesia’s environmental control efforts. This agency will play a pivotal role in managing the country’s environmental challenges, particularly pollution and climate change. The BPLH will operate with the following structure:

      • Head of BPLH
      • Deputy Head of BPLH
      • Main Secretariat
      • Deputy for Environmental and Sustainable Natural Resource Management
      • Deputy for Pollution Control and Environmental Damage
      • Deputy for Waste, Hazardous Materials, and Toxic Substances Management
      • Deputy for Climate Change Control and Carbon Economy Governance
      • Deputy for Environmental Law Enforcement
      • Main Inspectorate

The Impact of the Changes and the New Agency:

The creation of two distinct ministries and the establishment of the BPLH is a strategic move that reflects the urgency of addressing Indonesia's diverse environmental issues.
